Quick Answer

Hooga makes the cheapest credible red light panels in the US market, backed by a 3-year warranty and a 60-day trial that most rivals can't match. The catch is the irradiance numbers: five Hooga panels have been independently measured by the same reviewer since 2023, and every one above the entry level landed at roughly half its published figure. The exception is the cheapest panel anyone has measured, the HG300, which read 69 mW/cm² peak against a published 73. So buy Hooga for the price and the warranty, and treat the mW/cm² on anything above the HG300 in the range as about double what you will actually get.

Hooga sells the cheapest red light panels most American buyers will take seriously, and unlike most cheap brands it backs them with a 3-year warranty, a 60-day in-home trial and downloadable lab certificates. That combination is genuinely hard to argue with at the price. What you should not do is compare Hooga's irradiance figures against a brand that publishes spectrometer numbers, because five Hooga panels have now been independently measured and four of them came in at roughly half their published output. The fifth is the $199 entry model, which measured almost exactly as advertised — which tells you something about where in the range the numbers start drifting.

We own one red light panel, imported, mounted at standing height, and we have not had a Hooga in the house. Everything below comes from Hooga's own live product pages and certification documents, read against published third-party measurements, all checked on 17 August 2026.

The number you should not trust, and why

Every red light brand advertises irradiance in milliwatts per square centimetre, because dose is irradiance multiplied by time. Double the irradiance and you halve the session. It is the single most quoted spec in the category, and it is also the easiest to inflate, because the reading depends entirely on what you measure it with.

Solar meters are the cheap option. They are built to measure broadband sunlight, and pointed at a narrow-band LED they read high, often dramatically so. A spectrometer measures the actual spectral power distribution and costs orders of magnitude more. Brands are not obliged to say which one produced the number on the page, and most do not.

Alex Fergus at Light Therapy Insiders has put a spectrometer on five Hooga panels between 2023 and April 2026, the same reviewer, on a spectrometer each time. The results split cleanly in two:

The PRO300 figure is the one published in Fergus's April 2026 HG vs PRO vs ULTRA comparison rather than in a dedicated review — April 2026 is when the figure was published, not when the panel was tested, as he first put a meter on the PRO300 in his earlier budget-tabletop series. The comparison quotes averages rather than peaks, so there is no peak reading to compare.

Look at the top row and then the four below it. The HG300, Hooga's stripped-back $199 tabletop, measured 69 mW/cm² peak against a published 73 — it essentially matches its own spec sheet. Every panel above it in the range measured near half what the product page claims. Fergus puts that gap down to solar meters, which in his testing read roughly 200% of what his spectrometer records. In a 2026 update to the ULTRA360 review he was blunter: the 74 figure is the one to use for dosing, and the published 132 "is incorrect and shouldn't be used, and is misleading."

One panel measured once would be an anecdote. Five, spread across all three product lines, is a pattern, and the shape of the pattern is the useful part: the cheapest panel anyone has measured is the one telling the truth about its output, and the gap opens as soon as you step above it. It does not then widen as you keep spending: on an average-versus-published basis the four panels above it land at 45%, 50%, 45% and 46% of their claims, whether they cost $299 or $1,399. The HG300 lands at 75%. Most of the range still has no measurement behind it at all, and the safe assumption for those is the second number, not the first.

Credit where it is due: Hooga is not hiding from this. Its certifications page publishes the ULTRA1500 spectrometer result itself, says outright that it came in below the figure Hooga advertises, and lists third-party irradiance testing on more models as work in progress. Very few brands in this category cite a measurement that undercuts their own marketing. The weak spot is the sourcing on the two flattering results printed beside it — a Marco Gentile PRO4500 reading of 192 mW/cm² and a Haven of Heat review — both of which are linked as bare homepages rather than to the articles themselves, so neither can be checked the way the Light Therapy Insiders figures can.

There is a second, smaller version of the same problem in Hooga's model names. A "PRO1500" is not a 1500-watt panel. That is the LED power class, meaning 300 LED chips rated 5W each on paper. The panel's actual power consumption, from Hooga's own spec block, is 530W. The HG1500 is the same story at 585W. No rule is being broken, every panel brand names them this way, but a first-time buyer reading "1500W" and picturing the wall draw is off by nearly a factor of three.

What this means in practice: do not put the PRO1500's published 189 mW/cm² next to a spectrometer-verified figure from another brand and conclude Hooga wins — the PRO1500 has its own spectrometer figure, 96 peak and 86 average, and that is the one that belongs in a cross-brand comparison. Comparing Hooga against Hooga on the published numbers is not safe either, and the HG300 is the reason why: its 73 is close to real while the PRO1500's 189 is roughly double, so the published column is not even internally consistent. Work from the measured number wherever one exists, and where one does not, size the panel to the body part and leave the mW/cm² out of it.


The four Hooga panels worth shortlisting

Hooga PRO1500, best overall

The PRO1500 is the panel that makes the strongest case for the brand. Full-body height at 36 inches, dual-chip LEDs combining 660nm and 850nm in each diode, a stated 60 by 29 inch coverage area at 18 inches, and separate switches for red and near-infrared with a built-in digital timer. It connects to other PRO panels on Hooga's mobile stands if you later want a two-panel wall.

At 21 lbs it is 12 lbs lighter than the HG1500 despite covering more area, which matters more than it sounds if you are hanging it on the included door mount rather than buying a stand. Power draw is 530W, four cooling fans, 50,000+ hour rated LED life.

It is also one of the five Hooga panels with an independent measurement behind it, and it holds up better than the raw peak suggests. Fergus measured it at 96 mW/cm² peak and 86 average at 6 inches — about half the published 189, in line with every other Hooga panel above the entry level, but unusually flat across the panel face, which he credited to the dual-chip LEDs. A high average matters more than a high peak in practice, because you stand in front of the whole panel rather than one hot spot in the middle of it.

The honest comparison is against Hooga's own HG1500 at ~$899. You pay ~$300 more for the PRO1500 and get a published 189 mW/cm² against 115, dual-chip LEDs, modularity and a third less weight. Within the range, that is the best value step-up on the price list.

Hooga HG300, best first panel

This is the panel most people should start with, and the reason is the entry price against what it covers. It ships with a foldable stand, weighs 5.5 lbs, and covers a stated 31 by 28 inches at 18 inches, which is enough for a torso, a back, or both knees at once. On 17 August 2026 it was $199 on Amazon and $199 on hoogahealth.com, with no coupon on the Amazon listing — the two channels agreed to the dollar.

Same small pattern as the HG1500's power draw, on a spec that matters less: Hooga's HG300 page contradicts itself on weight. The body copy says the panel "weighs just 6 pounds" while the HG Series chart further down the same page says 5.5 lb. We have quoted the chart.

It is also the panel that comes out of independent testing best, which is not what you would expect from the cheapest model with the fewest features. Fergus put his spectrometer on it in October 2023 and recorded 69 mW/cm² peak and 55 average at 6 inches against Hooga's published 73. That is a 95% match on peak, and none of the other four measured Hooga panels gets remotely close to its own spec sheet. He measured total draw at 23W and, at the $143 he paid in 2023, worked it out to $6.20 per watt — closer to $8.65 at today's $199, and his own 2026 figure for the panel is $7.80. Either way he rated it better value than mega-panels with ten times the LED count.

One thing to know before you buy it, because Hooga's own comparison chart says so and nobody points it out: within the HG series, published irradiance does not rise with price. The HG300 lists 73 mW/cm² at 6 inches. The cheaper HG200, at ~$149 direct, lists 90 mW/cm². The HG500 lists 94. The HG300 is the low point of the line on that spec while sitting in the middle on price. Read that alongside the measurement, though, and it looks different: the HG300's 73 has been independently checked and stands up, while we could not find any independent measurement of the HG200 or the HG500. A checked 73 is worth more than an unchecked 90. What you are buying with the HG300 over the HG200 is treatment area, and a number someone has actually put an instrument on.

Hooga HG1500, cheapest full-body option

If full-body coverage is the goal and ~$1,199 is out of reach, the HG1500 is the cheapest way to get a 35-inch panel with Hooga's warranty behind it. Coverage is a stated 55 by 35 inches at 18 inches, which is actually wider than the PRO1500's 29 inches, and it takes the same door-hanging kit.

Worth flagging: Hooga's HG1500 page contradicts itself on power draw. The Tech Specs block reads 420W and the HG Series comparison chart further down the same page reads 585W. We have quoted both rather than pick one. It is a small thing, but it is the sort of thing that makes you read the rest of the spec sheet more carefully.

At 33 lbs it is the heaviest panel Hooga sells short of the 4500s, and 12 lbs heavier than the more powerful PRO1500. If you plan to hang it on a door, that difference is the whole ballgame.

Hooga ULTRA360, pulse and dimming on a desktop

The ULTRA series is Hooga's answer to premium brands: four wavelengths per LED (630nm, 660nm, 810nm, 850nm), pulse mode, adjustable brightness and remote connectivity between panels. The ULTRA360 is the entry point, and it is the Hooga panel where the independent testing went furthest beyond irradiance — wavelengths, EMF and noise all measured — which cuts both ways.

Fergus confirmed the wavelength claims held up, finding peaks at 635nm and 660nm on the red side and 855nm on the near-infrared, with the 810nm peaking nearer 830nm. Light distribution across the panel was even, which he credited to the quad-chip design. He also measured EMF at 0.22 microteslas against Hooga's published 0.0 μT at 6 inches, and noise at 44.5 dB, which is quiet. The included stand drew the only real complaint: plastic, stiff to adjust, and it left black marks on a white desk.

So the good news and the bad news come from the same test. The spectrum is real. The output number is not what the page says.

What Hooga actually certifies, and what it doesn't

Hooga publishes a certifications page that is more forthcoming than anything comparable from its rivals, and it deserves credit for that before we pick at it. It states plainly what the brand does not have.

What Hooga holds: FCC Supplier's Declaration of Conformity, CE marking under both the EMC and Low Voltage Directives, and RoHS 2.0 conformity, all tested by Shenzhen STL Testing Technology and all downloadable as PDFs. Panels are built in a facility certified to ISO 13485:2016 by BSI, valid through May 2027. The manufacturing partner holds FDA establishment registration with Hooga models listed under product code ILY. LED drivers, cords and internal wiring in the PRO series are UL-certified components (files E334687 and E365821-E481559) — Hooga's certification table and its own FAQ both scope that claim to PRO panels, so do not read it as covering the HG or ULTRA lines.

What Hooga does not hold: ETL or UL listing on the finished panel, and FDA Class II 510(k) clearance. PlatinumLED and Joovv have both. Hooga says so on its own page and prices accordingly.

That distinction matters more than most buyers realise. Component-level UL certification means the driver inside was tested. Finished-panel ETL means the assembled device was tested as a whole. They are not the same assurance, and Hooga is one of very few brands in this category that spells out the difference rather than letting "UL" do ambiguous work. One thing to fix on an otherwise strong page: the link is pointing at the wrong article. Hooga states that Light Therapy Insiders measured the ULTRA1500 at 104 mW/cm² peak and 81.7 mW/cm² average across nine measurement points, which is exactly what the ULTRA1500 review reports, down to the nine points. The hyperlink beside it, though, goes to the ULTRA360 review, which reports 74 peak and 60 average for a different panel. The figures are right and the destination is wrong, so a reader who clicks through to check finds numbers that do not match and has no obvious way to tell which of the two is in error. Hooga should repoint that link.


How to choose a Hooga panel

Start from treatment area, not irradiance. Given that the published output figures overstate the real number on every panel above the HG300 that anyone has measured, the spec you can actually trust is physical size. A 12-inch panel treats a knee. A 36-inch panel treats a torso. Buy the size that matches what you want to treat, then use the price list to see what that size costs.

Dual-chip is the meaningful upgrade. The step from HG (single-chip) to PRO (dual-chip) puts both wavelengths in every diode, so red and near-infrared hit the same tissue from the same angle. The step from PRO to ULTRA adds two more wavelengths plus pulse and dimming, which is a features upgrade rather than a delivery upgrade. If you are choosing between spending more on ULTRA features or more on PRO size, buy size.

Budget for the stand. Hooga's larger panels ship with a door mount and hanging kit, not a stand. If your door is not where you want to stand, add ~$199 for the compact stand or ~$299 for the horizontal. That can be a quarter of the panel's price and it is easy to miss at checkout.

Check Amazon against the direct site, every time. Not because one is reliably cheaper — on 17 August 2026 the HG300 was $199 in both places, to the dollar — but because the promotions are what move the price, and they only ever run on one side. Hooga was carrying a 10% announcement-bar code on its own store that day, which made direct the cheaper channel on every model; an Amazon coupon a fortnight later would flip it back. Check the free-shipping threshold in the same pass, because Hooga's site cannot agree with itself on what it is: the collection page and its FAQ say orders over $99, the announcement bar and the product-page trust badges say over $100.

Ignore the wattage in the model name. PRO1500 means 300 LEDs rated 5W each, not 1500W of anything. Actual draw is 530W. Compare LED count and panel dimensions instead.

What Hooga has is facility-level FDA establishment registration through its contract manufacturer, with panel models listed under product code ILY (infrared lamp, non-heating). That is a listing record, not a clearance. If FDA Class II clearance matters for your use case, PlatinumLED and Joovv carry it and Hooga does not.

Bear in mind the HG300's number has been checked and we could not find a measurement of the HG200's.

Is Hooga cheaper on Amazon or on their website?

Neither is reliably cheaper. On 17 August 2026 the HG300 was $199 on Amazon and $199 on hoogahealth.com, with no coupon on the Amazon listing — the same panel at the same price in both places. What decided it that day was Hooga's own 10% announcement-bar code, which made the direct site cheaper across the range. Promotions move the answer, not the channel, so check both before buying.

What is Hooga's warranty and return policy?

Three years from date of purchase, automatic, no registration needed, covering defects in materials and workmanship. That matches PlatinumLED and beats Mito Red Light's standard one year. There is also a 60-day in-home trial with no restocking fee, though open-box purchases are excluded. Hooga has no live chat and no publicly listed phone number, so warranty contact goes through email.

Where are Hooga panels made?

Hooga is designed and headquartered in New Berlin, Wisconsin, and the panels are built by a long-term overseas contract manufacturer in a facility Hooga states is ISO 13485:2016 certified by BSI through May 2027 and FDA-registered. Hooga does not claim the panels are made in the USA, and points out that PlatinumLED and Mito Red Light also assemble overseas.


Our Verdict

If we were spending our own money on a Hooga today it would be the PRO1500 at ~$1,199. It is the point in the range where the value argument is strongest: full-body height, dual-chip LEDs, modular expansion, 12 lbs lighter than the cheaper full-body panel, and one of only five panels in the range whose output claim you can check against an independent measurement instead of taking it on trust — all for less than a comparable Joovv or PlatinumLED. On a smaller budget the HG300 at ~$199 is an easy recommendation, and it has become a better one since we looked properly at the testing: $199 with a 3-year warranty and a 60-day trial behind it is close to risk-free, and of the five panels an independent reviewer has measured, it is the one whose published irradiance he confirmed rather than halved.

Where we would not spend is the top of the range. At ~$3,499 the ULTRA4500 is competing with brands that carry finished-panel ETL listing and FDA 510(k) clearance, and Hooga has neither. The value case that makes the $199 and $1,199 panels obvious buys gets steadily thinner as the price climbs.

The irradiance problem is real and Hooga should fix it by publishing spectrometer figures. It is not, however, a reason to avoid the brand. It is a reason to buy on panel size, warranty and price, which are all verifiable, and to leave the mW/cm² column out of your decision entirely. Hooga's published mW/cm² figures appear to be solar-meter readings, and every Hooga panel above the entry level that Alex Fergus at Light Therapy Insiders has measured came in near half its published claim: the PRO1500 at 96 mW/cm² peak against 189, the ULTRA1500 at 104 against 165, the ULTRA360 at 74 against 132, the PRO300 at around 50 against 109. The entry-level HG300 is the exception, reading 69 peak against a published 73. Buy Hooga for the price, coverage and warranty, and discount the headline output number on anything above the HG300 in the range.

Is Hooga FDA approved?

No. Hooga panels are not FDA Class II 510(k) cleared, and Hooga says so plainly on its own certifications page. What Hooga has is facility-level FDA establishment registration through its contract manufacturer, with panel models listed under FDA product code ILY (infrared lamp, non-heating). That is a listing record, not a clearance. If FDA Class II clearance matters for your use case, PlatinumLED and Joovv carry it and Hooga does not.

Are Hooga's irradiance numbers accurate?

Treat them as optimistic on everything above the entry level, and roughly honest on the HG300. Alex Fergus at Light Therapy Insiders has now measured five Hooga panels between 2023 and April 2026: the HG300 at 69 mW/cm² peak and 55 average against a published 73, the PRO1500 at 96 peak and 86 average against 189, the ULTRA1500 at 104 peak and 81.7 average against 165, the ULTRA360 at 74 peak and 60 average against 132, and the PRO300 at around 50 against 109. Four of the five land near half the published figure. The HG300 does not: it essentially matches its own spec sheet. He attributes the gap to solar meters, which read high on LED sources, and a 2026 update to the ULTRA360 review states the published 132 is misleading and should not be used for dosing. To Hooga's credit, its own certifications page publishes the ULTRA1500 result, although it links the wrong review.

Which Hooga panel should I buy?

For full-body use the PRO1500 at ~$1,199 is the pick: 300 dual-chip LEDs, 189 mW/cm² published at 6 inches against 96 measured on a spectrometer, 60 by 29 inch coverage and modular connection to other PRO panels. For a first panel or targeted use, the HG300 at ~$199 covers a 31 by 28 inch area, and of the five Hooga panels independently measured it is the one whose published output held up: 73 claimed, 69 peak and 55 average measured. Note that within the HG line, published irradiance does not track price: the HG300 lists 73 mW/cm² at 6 inches, below the cheaper HG200's 90 mW/cm². The difference is that the HG300's figure has been checked and we could not find a measurement of the HG200's.

Is Hooga cheaper on Amazon or on their website?

Neither is reliably cheaper, and on the model we checked they matched exactly. On 17 August 2026 the HG300 was $199 on Amazon and $199 on hoogahealth.com, with no coupon on the Amazon listing. What moved the answer that day was Hooga's own announcement-bar code for 10% off, which made the direct site the cheaper of the two. Promotions rather than the channel itself decide it, so check both before buying.

What is Hooga's warranty and return policy?

Every Hooga panel carries a 3-year manufacturer warranty from the date of purchase, with no registration required, plus a 60-day in-home trial with no restocking fee. The 3-year term matches PlatinumLED and beats Mito Red Light's standard 1-year coverage. Open-box purchases are excluded from the return window. Hooga has no live chat and no publicly listed phone number, so warranty contact is by email.

Where are Hooga panels made?

Hooga is designed and headquartered in New Berlin, Wisconsin, and the panels are built by a long-term overseas contract manufacturer. Hooga states that the facility is certified to ISO 13485:2016 by BSI, valid through May 2027, and is FDA-registered. Hooga does not market the panels as made in the USA, and notes that PlatinumLED and Mito Red Light also assemble overseas.
